A political satire. A new minister. Two clever bureaucrats. One devious plan. When a newly appointed minister decides that writers, actors, singers and theatre-makers have become too independent, his bureaucrats, Harry and Partho, come up with a plan to bring the "artists" back in line. What follows is a sharp, funny ride through cabinet meetings that turn into farce, wordplay, parody, and policies that only create bigger problems.
